BCC Black Community Center Restitution
We, Black people, from around the world, enslaved by the White people during the transatlantic trade, including Blacks in
Africa, are against the global system of racism white supremacy. We offer to all Black people courses of action that will
counter and replace racism white supremacy with meaningful action of peace and justice for all. Confident that our purpose
is right and achievable, we make the following known:
ESTABLISHMENT
Having stated our determination, confidence, and resolve, The Black Community Center is hereby established on the 15th day
of January 2006, in the city of Washington DC (the State of Azania)
Upon this establishment, the Black Community Center will launch a enlightening revolution, which will provide the means for
eliminating racism white supremacy and replacing it with justice and peace for all. The Black Community Center believes in
restoring our identity that we might and will rejoin the African continent, culturally, psychologically, economically, and share
with them the sweet fruits of justice and peace for all by eliminating the global system state of racism white supremacy.
1. The Black Community Center welcomes all persons of African origin to come together and dedicate their ideas, skills, and
lives to free our people from the deceit and violence inflicted upon us by global system of racism white supremacy.
2. Branches of the Black Community Center may be established by people of African descent wherever they may be and
whatever their ideology -- as long as they are descendants of Africa and dedicated to our one goal: eliminating racism white
supremacy and replacing it with justice and peace.
3. The basic program of the Black Community Center of Black which is now being presented can and will be modified by the
membership, taking into consideration global, national, regional, and local conditions that require flexible treatment.
However, The Counter Principles to racism white supremacy are never compromised.
4. The Black Community Center encourages active participation of each member since we feel that every Black person has
something to contribute to eliminating racism white supremacy and replacing it with justice and peace. Thus, each member
will be encouraged to participate in the committee of his or her choice.
5. Understanding the differences that have been created amongst us by racism white supremacy in order to keep us divided,
the Black Community Center will strives to remove or eliminate these artificial divisions by focusing our activities and our
loyalties upon our one goal: eliminating racism white supremacy and replacing it with justice and peace.
BASIC AIMS AND OBJECTIVES
Justice
We assert that we, Black people, have the natural obligation to life of self-preservation to direct and control our lives, our
history, and our future to insure that those who needs help the most received the most help rather than to have our destinies
determined by racism white supremacy. We, Black people are determined to eliminating racism white supremacy and
replacing it with justice and peace. Until racism white supremacy is eliminated we must understand the truth and the reality of
the Black condition under the system of racism white supremacy, and to further rediscover our true African culture, which was
crushed and hidden for over four hundred years in order to enslave our minds and keep us under the control of racism white
supremacy up to today (2007) in the nine areas of human activity: Education, Economic, Entertainment, Labor, Law, Politics,
Religion, Sex and War.
We, Black people -- enslaved, oppressed, and denied by the system of racism white supremacy in the United States Of
America that proclaims itself the citadel of democracy, are determined to eliminating racism white supremacy and replacing
it with justice and peace, rediscover our history, promote our talents that are suppressed by racism white supremacy, renew the
culture that was crushed by the global states of racism white supremacy and thereby -- to again become a free people to
practice justice and peace for all.
Peace
Sincerely believing that the future of Black people is dependent upon our ability to understand and eliminate racism white
supremacy and replacing it with justice and peace, which mean to guarantee that no one is mistreated in education,
economic, entertainment, labor, law, politics, religion, sex and war. We, as Black people, believe that we must further unite
our ideas, skills, organizations, and institutions for global justice and peace.
We, the Black Community Center pledge to join hands and hearts with all people of African origin around the world in a grand
alliance by removing all the differences that the system of racism white supremacy has created to keep us divided, enslaved,
and controlled us all. We further pledge to strengthen our common bond and strive toward one goal: eliminating racism white
supremacy and replacing it with justice and peace for all.
THE BASIC UNITY PROGRAM
The Black Community Center shall establish five strategic points, which are basic and fundamental to general welfare of
Black people globally. Through such committees, we shall proceed in the following general areas.
I. Restoration of Self Respect
In order to enslave and control Black people from African it was necessary for the global system of racism white supremacy to
sever any self-respectful communications that Blacks had independently of whites control with the African continent and the
Africans societies that remained there. In order to free ourselves from this condition under racism white supremacy, it is
absolutely necessary for Black people to restore independent self-respectful communications with Africa.
The Black Community Center will accomplish this goal by means of producing independent national and international
newspapers, publishing ventures, personal contacts, and other available communications media to transmit the codes to
counter racism white supremacy..
We, Black people, must also communicate to one another the truths about our Black condition under the system of racism
white supremacy and the terrible effects it has upon our people. We must study the modern system of enslavement under the
system of racism white supremacy in order to free ourselves from it. We must search out all the bare and ugly facts without
shame for we are still presently victims of the system of racism white supremacy, still enslaves -- still oppressed. Our only
shame was believing the deception of promises for so long, and not seeing the truth about how the system of racism white
supremacy operates against Black (nonwhite people, Africans, Arabs, Asians, Hispanics, and Indians) people.
We must learn all that we can about ourselves. We will have to know the whole story of how we were kidnapped from Africa;
how our ancestors were brutalized, dehumanized, and murdered. We have to know how we are continually kept in a state of
enslavement by the system of racism white supremacy for the profit of a system conceived in enslavement, built upon .
enslaves and dedicated to keeping Black people enslaved in order to maintain the system of racism white supremacy.
We must begin to reeducate ourselves and become alert listeners in order to learn as much as we can about the condition of
our motherland -- Africa. We must correct in our minds the distorted image that racism white supremacy has portrayed to us of
Africa that he might discourage us from reestablishing communications with Africa and thus counter the negative views of
Black people from Africa that is obtain from the global system of racism white supremacy.
II. Global Reorientation
In order to keep the Black enslaved, it was necessary to limit our thinking to the shores of America -- to prevent us from
identifying our problems with the problems of other peoples of African origin. This made us consider ourselves an isolated
minority without allies anywhere.
The Black Community Center will and must develop in all Black people a keen awareness of our relationship with the world at
large and clarify our roles, obligations, and responsibilities as Black people. We can accomplish this goal by becoming well-
informed concerning world affairs and understanding that our struggle is part of a larger world struggle of nonwhite peoples
against the total might of global system of racism white supremacy. We must change the thinking of the Black people by
opening our minds through studying and understanding the system of racism white supremacy. In addition, we as Black people
must investigate for ourselves and know how racism white supremacy operates in and through the uses of philosophies,
psychologies, cultures and languages that come from nonwhite societies to achieve and maintain the system of racism white
supremacy. Provisions are being made to contact those studies of languages such as Swahili, Hausa, and Arabic. These
studies will give our people access to ideas and history of humankind at large and thus increase our mental scope.
We can learn much about Africa by reading informative books and by listening to the experiences of those who have traveled
there, but many of us can travel to the land of our choice and experience for ourselves. The Black Community Center will
encourage the Blacks to travel to Africa, the Caribbean, and to other places where our culture has not been completely
crushed by brutality and ruthlessness of racism white supremacy.
III. Education of Self-Respect
After enslaving us, the system of white supremacy through the slave masters developed a educational system based upon
racism white supremacy which justified to its posterity the evil deeds that had been committed against the African people and
their descendants. Too often, those enslave where further victimized by participating so completely in the system of racism
white supremacy that the victimized Black people begins to justifies having been enslaved and oppressed under the system of
racism white supremacy.
The Black Community Center of will devise original educational methods and procedures, which will remove the vicious lies
and distortions from the minds of our Black children, our Black families, our Black people, and our Black world that are fed to
us from the cradle to keep us mentally enslaved under global system of racism white supremacy. We encourage Black people
themselves to establish experimental institutes and educational workshops, Black Book clubs, public educational clubs, and
child-club centers in the Black communities that counter the system of racism white supremacy base upon the outline
guidance of the Black community center.
We will influence the choice of textbooks and equipment used by our children in the public educational clubs while at the
same time encouraging qualified Black people to write and publish the textbooks needed to open our minds to understanding
the global system of racism white supremacy. Until we eliminating the system of racism white supremacy and replacing it with
justice and peace and completely control our own educational institutions, we must supplement the formal training of our
children by educating them at home and in our public educational clubs.
IV. Economic security
After the Emancipation Proclamation, when the system of slavery changed from chattel slavery to wage slavery, it was
realized that the Black constituted one of the largest homogeneous ethnic group with a common origin and common group
experience in the United States and, if allowed to exercise economic or political freedom, would in a short period of time,
seek to own a part of this country. Therefore, the system of racism white supremacy developed techniques that would keep the
Black people economically dependent upon the white people, who created the present economic enslavement, to make
Black people into twentieth century slaves.
The Black Community Center will take counter measures against the system of racism white supremacy in education
economic, entertainment, labor law, politics, religion, sex, and war to eliminate racism white supremacy and replace it with
justice and peace. One way of accomplishing this will be to maintain a technician pool: that is, a bank of technicians. In the
same manner that blood banks have been established to furnish blood to those who need it at the time it is needed, we must
establish a technician bank. We must do this so that the newly independent Black businesses, organizations and Black nations
of Africa can turn to us who are their Black brothers and Black sisters for the technicians they will need now and in the future.
Thereby we will and must develop an open market for the many skills we possess and at the same time, we will and must
supply the new Black businesses in Africa and around the world with the skills that can best use. This project will therefore be
one of mutual cooperation and mutual benefit.
V. Self-defense
In order to enslave Black people and keep them subjugated, their natural obligation to defend themselves and to resist
imposition from white race must be denied and totally removed. We, as Black people have been constantly deceived, and
violated through terror, brutality, and murderous conditions that suppresses our natural willingness and tendency to
independently defend ourselves against the impositions of the white race. These tactics of suppression have been developed
to a new high and viciousness under global system of racism white supremacy, and as usual the United States government
seems unwilling or incapable of dealing with these condition in our neighborhood in terms of the law of this land. Before and
after the so-called emancipation, the Black people and particularly the Black males suffered humiliation, torture, castration,
and murder. Recently our women, children, more, and more Black males, are becoming the victims of savage attacks under
the present Global system of racism white supremacy whose appetite for blood increases daily and whose deeds of depravity
seem to be openly encouraged and unable to stop it by all law enforcement agencies. Over five thousand Black people have
been lynched since the so-called Emancipation Proclamation and not one murderer has been brought to justice! Even today,
in year 2007, more and more Black murders of Black people particularly Black males go unsolved despite the advances in
criminal science.
The Black Community Center, being aware of the increased violence being visited upon the Black people and of the open
sanction of this violence and murder by the police departments throughout this country and the federal agencies -- do affirm
our right and obligation to defend ourselves in order to survive as a Black people. We encourage the Black people to defend
themselves against the wanton attacks under the system of racism white supremacy whose sole aim is to deny Black people
the guarantees of Justice and Peace.
The Black Community Center will take those necessary steps of security that are essential to the survival of the Black people
against the face of aggression under the global system of racism white supremacy and to defense of our Males, females and
children. We are within our natural obligation to life of self-preservation to see to it that the Black people fulfill their first
obligation of eliminating the system racism white supremacy and replacing it with justice and peace. Paying taxes and
service in the armed forces, of this country like American citizens do, has not stop the attacks upon Black people nor has this
government exact its obligations owed to Black people to stop its own government agencies from torturing and or killing Black
citizen unnecessarily by the police force. It become necessary to say, The Black community Center therefore has the
undeniable and natural obligation to life of self-preservation that must be utilize to eliminate the system of racism white
supremacy and replacing it with justice and peace.
The United States government has shown itself unable and/or unwilling to eliminating racism white supremacy and replacing
it with justice and peace. The Black Community Center must eliminating racism white supremacy and replacing it with justice
and peace, and brings to justice murderers, who kill innocent children and adults. The Black Community Center advocates
that Black people will and must ensure to ourselves and the future generations that justice and peace will be instituted --
whatever the price and by any means necessary to eliminate racism white supremacy and replacing it with justice and peace.
NATIONAL CONCERNS
General terminologies:
We Black people feel receptive toward all peoples of goodwill who works towards eliminating racism white supremacy and
replacing it with justice and peace. We are not opposed to multiethnic associations in any walk of life. In fact, we have had
experiences, which enable us to understand how unfortunate it is that human beings have been set apart or aside from each
other because of characteristics known as "racial" characteristics.
However, Black people did not create the prejudiced background and atmosphere in the global state system of racism white
supremacy, which we live in today. In addition, we must face the facts. A “global state system of racism white supremacy” does
exist in stark reality today, and not for justice and peace for Black people; so we, who are nonwhite, (Africans/Blacks, Arabs,
Asian, Hispanics, Indians) must meet the problems inherited from centuries of deception and violence and deal with the
present situations as rationally as we are able.
The exclusive ethnic quality of our unity is necessary for self-preservation. We say this because our experiences backed up by
history show that African culture and Black culture are not accurately recognized and reported and cannot be respectably
expressed nor be secure in its survival if we remain divided, helpless, and an unaware victims under the global state system of
racism white supremacy.
We appreciate the fact that when Black people finally eliminate the global state system of racism white supremacy and
replace it with justice and peace, ethnic intermingling can be beneficial to all. We must denounce the system of racism white
supremacy that is responsible for all people who are unprotected from the abuse or misuse by their policies and actions which
are lacking in justice and peace in their dealings with nonwhite people." We must be aware and self-respectful, in order to
eliminate racism white supremacy and replacing it with justice and peace.
We consider the word "integration and diversity" a misleading, false term. It carries with it certain implications to which Black
people cannot subscribe. This terminology has been applied to the current regulation projects which are supposed]y
"acceptable" to some people (classes) of society. This very "acceptable" implies some inherent superiority or inferiority
instead of acknowledging the true source and condition of the mistreatment involved under the current global state system of
racism white supremacy.
We have observed that the usage of the term "integration and diversity" was designated and promoted by those persons who
expect to continue a (nicer appearance) form of racism white supremacy and who intend to maintain social and economic
control of all human contacts by means of deception (imagery, classifications, quotas, and manipulations) based on color,
sex, national origin, or "racial" background and characteristics.
Careful evaluation of recent experiences shows that "integration and diversity" actually describes the process by which a white
society is (remains in control) set in a position to use, whenever it chooses to use including Blacks/Africans, Arabs, Asians,
Hispanics, and Indians (mainly nonwhite people) and however it chooses to use Black (and other nonwhite) people, the best
talents of nonwhite people (on any given level) and at any given time. This power-web continues to build a white supremacy
society wherein the best contributions of Black people, in fact of all nonwhite people, would continue to be absorbed and
controlled to benefit the system of racism white supremacy while the masses of nonwhite people would remain unequal and
unbenefited.
We are aware that under the system of racism white supremacy, many of us were scientifically maneuvered into having a lack
of sufficient training and are deprived and unprepared through oppression, discrimination, and the resulting discouragement,
despair, and resignation created under the system of racism white supremacy. Nevertheless, when we are not qualified, and
where we are unprepared, we must help each other and work out plans for bettering our own conditions as Black people. Then
our assertions toward full opportunity can be made based on equality as opposed to the calculated tokens of "integration and
diversity schemes." Therefore, we must reject this term as one used by all persons who intend to mislead Black people.
Another term, "negro," is erroneously used and is degrading in the eyes of informed and self-respecting Black persons of
African heritage. It denotes stereotyped and debased traits of character and classifies a whole segment of humanity based on
false information. From all intelligent viewpoints, it is a badge of slavery and helps to prolong and perpetuate oppression and
discrimination.
Persons who recognize the emotional thrust and plain show of disrespect in the Southerner's use of "nigra" and the general
use of "nigger" must also realize that all three words are essentially the same. The other two. "nigra" and "nigger" are blunt
and undeceptive. The one representing respectability, "negro," is merely the same substance in a polished package and
spelled with a capital letter. This refinement is added so that a degrading terminology can be legitimately used in general
literature and "polite" conversation without embarrassment.
The term "negro" developed from a word in the Spanish language, which is actually an adjective (describing word) meaning
"black," that is, the color black. In plain English, if someone said or was called a "black" or a "dark," even a young child would
very naturally question: "a black what?" or "a dark what?" because adjectives do not name, they describe. Please take note
that in order to make use of this mechanism, a word was transferred from another language and deceptively changed in
function from an adjective to a noun, which is a naming word. Its application in the nominative (naming) sense was
intentionally used to portray persons in a position of objects or "things." It stamps the article as being "all alike and all the
same." It denotes a "darkie," a slave, a subhuman, an ex-slave, a "negro."
Black people must re-analyze and particularly question our own use of this term and well as other terms introduced or
encouraged by white people, keeping in mind all the facts. In light of the historical meanings and current implications, all
intelligent and informed Black people and Africans continue to reject its use in the noun form as well as a proper adjective. Its
usage shall continue to be considered as unenlightened and objectionable or deliberately offensive because their usages
does not reveal any understanding of how the system of racism white supremacy intends to operates against the black
community whether in speech/writing, perception, or action.
We accept and use the term Black, because even in Africa were whites are born, skin color have meant the difference in
treatment and even life and death, usually to the detriment of Black people because of our God-given Black colors. We use
the term Black in reference to persons of African heritage and because our understanding of global state system of racism
white supremacy. To every other part of humankind goes this measure of just respect of ones natural obligation to life of self-
preservation. We do not desire more nor shall we accept less.
General considerations:
Black people, like all other people, have the natural obligation to life of self-preservation are undeniable. This is, this natural
obligation to life of self-preservation cannot be denied or made useless by anyone, any law or any state decree. Our natural
obligation to life of self-preservation belong to us, as to all people, through God, neither through the wishes nor according to
the whims of state laws, natural obligation to life of self-preservation are undeniable and must never be used take the natural
obligation to life of self preservation from another person, group or race of people.
We must consider that fact and other reasons why a proclamation of "Emancipation" should not be revered as a document of
liberation. Any previous acceptance of and faith in such a document was based on sentiment, not on reality. This is a serious
matter which we Black people must continue to reevaluate.
The original root meaning of the word emancipation is: "To deliver up or make over as property by means of a formal act from
a purchaser." We must take note and remember that human beings cannot be justly bought or sold nor can their human rights
be legally or justly taken away.
Slavery was, and still is, a criminal institution, that is: crime en masse. No matter what form it takes. Subtle rules and policies,
apartheid, etc., slavery and oppression of human rights stand as major crimes against God and humanity. Therefore, to
relegate or change the state of such criminal deeds by means of vague legislation and noble euphemisms gives an honor to
horrible commitments that is totally inappropriate.
Full implications were generally misunderstood by our fore parents and are still misunderstood or avoided by some Black
people today. However, the facts remain; and we, as enlightened Black people, will not praise and encourage any belief in
emancipation. Black people everywhere must realize that to retain faith in such an idea means acceptance of being property
and, therefore, less than a human being. This matter is a crucial one that Black people must continue to reexamine.
WORLDWIDE CONCERNS
The time is past due for us to internationalize the problems of Black people. We have been too slow in recognizing the link in
the fate of Black Africans with the fate of Black people around the world. We have been too unknowing to understand and too
misdirected to ask our African brothers and sisters to help us mend the chain of our heritage.
Our Black African relatives who are in a majority in their own country have found it very difficult to gain independence from a
white minority under the global state system of racism white supremacy. It is that much more difficult for Black people who are
a minority away from the Africa motherland and still oppressed under the current system racism white supremacy, which
encourages the crushing of our Black African identity here in the USA.
We can appreciate the material progress and recognize the opportunities available in the highly industrialized and affluent
American society. Yet, we who are nonwhite face daily miseries resulting directly or indirectly from a global state system of
racism white supremacy, which marches against us because of our God-given Black colors. These factors cause us to
remember that our being born in America was an act of fate stemming from the separation of our fore parents from Africa; not
by choice, but by force.
We have been divided, for many years, among ourselves through deceptions and misunderstandings created by the system
racism white supremacy, but we do here and now express our desires and intent to draw closer and be restored in knowledge
and spirit through renewed relations and kinships with the Black African peoples. We further realize that our human rights, so
long suppressed, are the rights of all humankind everywhere.
In light of all of our experiences and knowledge of the past, we, as Black people, declare recognition, sympathy, and
admiration for all peoples and nations who are striving, as we are, toward eliminating racism white supremacy and replacing it
with justice and peace.
The civil rights bill is a similarly misleading, misinterpreted document of legislation. The premise of its design and application
is not respectable in the eyes of men who recognize what personal freedom involves and entails. Black people must answer
this question for themselves: What makes this special bill necessary? Does bill eliminate racism white supremacy and
replacing it with justice and peace?
The only document that is in order and deserved with regard to the acts perpetuated through slavery and oppression
prolonged to this day July 4th as a Declaration of Condemnation. And the only legislation worthy of consideration or
endorsement by Black people, the victims of these tragic institutions of racism white supremacy, is a Proclamation of
Restitution July 5th that eliminates racism white supremacy and replacing it with justice and peace. We Black people must
keep these facts ever in mind.
We must continue to internationalize our philosophies and contacts toward assuming full human rights, which include all the
civil rights appertaining thereto, eliminates racism white supremacy and replacing it with justice and peace. With complete
understanding of our heritage as Black people, we must not do less.
